Kat is a 2023 Obama Foundation Leader, and a member of the European Innovation Council, the European Commission’s 10 billion flagship programme for deeptech.

Her philosophy is that technology can and should be a powerful vector for progress.

As an early figure of France’s open data movement, she served as an advisor the Prime Minister’s Office and co-founded open innovation company, Five by Five (acquired by Capgemini.)

A national of both France and the Philippines, Kat has led presidential initiatives for both countries: For France, she served under the Macron administration as Director of La French, the French government’s pro-startup team. During her tenure, they created the world’s most open tech visa, the French Tech Next40/120 program, a meta-accelerator for underprivileged founders, and supported thousands of startups during the Covid crisis. For the Philippines, she spearheaded Developers vs. Haiyan, a tech volunteer program in the wake of the strongest tropical storm in history.

More recently, Kat was one of the Chief Impact Officers in a late-stage tech company, leading Contentsquare’s transformation into a purpose-driven company with strengthened focus on DEI, digital accessibility, climate and digital trust.

In 2022, she was named by UNESCO as one of the 50 Minds of the Next 50 Years.
